DPS & FBI Fingerprint Criminal History Background Check

► Criminal History Record Information - Policies & Consequences of Criminal Conviction - Information.

Pursuant to Texas Government Code 411.087 and Texas Government 411.122, and Texas Code of Criminal Procedure 60.061, the Board obtains from the Texas Department of Public Safety (DPS) and the Federal Bureau of Investigation (FBI) criminal history record information maintained by the DPS/FBI that relates to a person who: (1) is an applicant for a license from the agency; (2) is the holder of a license from the agency; or (3) requests a determination of eligibility for a license from the agency. All applicants for licensure are subject to (fingerprint) criminal background checks.

Pursuant to Texas Government Code 411.1405, the Board is entitled to obtain from DPS/FBI criminal history record information maintained by DPS that relates to a person who is an employee, applicant for employment, contractor, subcontractor or intern or other volunteer with the Board or with a contractor or subcontractor for the Board and has access to information resources or information resources technologies, other than a desktop computer or telephone station assigned to that person.

Note: If you have ever been arrested, convicted of, or pled nolo contendere to any offense, misdemeanor or felony of any city, state, the United States, or a foreign country, except for violations of traffic laws resulting in fines of $500.00 or less, you MUST fully disclose this on the application by answering "Yes" to the appropriate question and MUST provide a written statement explaining/detailing the matter. You MUST also submit with your application any law enforcement/criminal justice agency/court/judicial documents affirming the status, whether pending, final, deferred, probated, dismissed, etc. of  the arrest/conviction/probation/compliance. Responsiveness includes submitting additional supporting documentation such as arrest/police reports, court adjudication documents and attorney statements. The Board will conduct a full DPS/FBI background check on each applicant. Any criminal history application deficiencies or errant reporting of the same will result in delays in processing your application or rejection for failure to comply/report. If you answered "No" when in fact the DPS/FBI return yields a criminal history, you will be required to update/correct your application. These errant situations can occur for minor misdemeanor offenses or confusion regarding the dismissal or expungement of a charge. Applications can be updated/corrected at any time by completing the following Criminal History Self-Report Form.

Note: All persons have a right to obtain a copy of their own criminal history report and to challenge its accuracy, completeness and to request corrections. Be advised, the Board can NOT release a copy of the DPS/FBI report the Board receives to any person (other than to a law enforcement agency). The DPS/FBI report is Confidential under state/federal law and can NOT be released outside the receiving agency (other than to a law enforcement agency).


► Getting Fingerprinted.

The Texas Department of Public Safety (DPS) has entered into an exclusive contract with MorphoTrust USA to provide electronic fingerprinting (based on where you currently live) through DPS authorized locations operated by IdentoGO. Electronic fingerprinting is available by scheduling an appointment on-line with IdentoGo or by calling 1-888-467-2080. IdentoGO locations are committed to a 98% classifiable rate which means quality prints, less rejections, and quick responses.  In addition to any fees charged by the vendor for vendor service/processing, the cost of this service for the State and National Criminal History Record Information (CHRI) appears on the IdentoGo website and is estimated to be $39.75 (paid to the vendor).

Note: Incomplete or poor quality fingerprints will result in rejections and the process will restart to obtain quality fingerprints. Your application will not be deemed to be complete until the DPS/FBI fingerprint process is fully completed and the fingerprint results are received & reviewed by the TSBPME. Adverse criminal histories can result in significant delays of the processing of your application in the event further investigation is warranted. Be advised, if you've formerly submitted fingerprints for another purpose (e.g. handgun licensing, other professional licenses, other government services, other employment purposes) ... DPS/FBI regulations prohibit the sharing of fingerprint information among government agencies. New fingerprints are required to be submitted even if the applicant has submitted fingerprints for another purpose/reason.

Note: Effective April 12, 2016. Whether you "Reside In Texas" or "Reside Outside Texas", please follow the applicable TSBPME general instructions below. To prevent unnecessary processing delays, it is imperative you complete your fingerprints in a timely manner and submit them to the DPS approved vendor (MorphoTrust USA) for full processing. Do Not submit fingerprints to the Board. When scheduling an appointment you will be prompted by MorphoTrust USA for the following additional personal data: Date of Birth, Sex, Race, Ethnicity, Skin Tone, Height, Weight, Eye Color, Hair Color, Place of Birth and Home Address. Your fingerprints and demographic information will be sent by MorphoTrust USA to DPS and to the FBI for processing. CHRI based upon your submission will be provided to the TSBPME via a secured DPS website account.

Web Browser Note: To better access the MorphoTrustUSA / IdentoGO website, you must have Internet Explorer 11, or up-to-date versions of Google Chrome, Firefox, Safari or other modern desktop and mobile web browsers. Please check your Web Browser version and update if necessary.


If you "Reside in Texas" or will be "In Texas" while visiting from out of state & your fingerprints will be taken "In Texas", proceed as follows:

a) Begin the process to schedule an appointment to be electronically fingerprinted by MorphoTrust USA at one of their IdentoGo enrollment centers. Internet based scheduling is the quickest and most convenient way to obtain a fingerprint appointment.

b) The TSBPME's "Service Code" is: 11G7T5

c) Visit: https://uenroll.identogo.com/#/workflows/11G7T5. (This link takes you directly to the TSBPME IdentoGo portal.)

d) Click on "Schedule or Manage Appointment". Follow all prompts and provide all required pre-enrollment data, and select a convenient date & time for your appointment.

e) If you prefer to schedule over the "Telephone", you must: 1) Have the TSBPME "Service Code" (11G7T5) ready, then call 1-888-467-2080. 2) MorphoTrust USA will prompt you for the TSBPME "Service Code" (11G7T5). 3) Provide all required pre-enrollment data, and select a convenient date & time for your appointment.

f) Your "Agency Assigned Applicant Number (starts with PM-)" is included in your application packet. (To prevent unauthorized CHRI submissions, the "Agency Assigned Applicant Number (starts with PM-)" is not published online. CHRI information is confidential under state/federal law and the Board will not tolerate unauthorized submissions to guard against fraud, identity theft, phishing, spamming, etc.)

g) When you arrive at your scheduled appointment, bring proper photo identification. If you plan on bringing a form of identification other than a valid (unexpired) Driver License, please refer to the DPS' acceptable document types HERE.

h) MorphoTrust USA accepts Visa/MasterCard/Discover/American Express, business checks, money orders and coupon codes (employer accounts) at the time of service. Please note that personal checks and cash are not accepted.

i) Your fingerprints will be submitted electronically to DPS and to the FBI. You will not receive a printed fingerprint card.

j) At the conclusion of your appointment, the MorphoTrust USA enrollment agent will provide you with an IdentoGo receipt stating that you were fingerprinted. Do not throw away the receipt.

k) You may check the status of your submission by visiting https://uenroll.identogo.com/#/workflows/11G7T5 and then click "Check the Status of your Service".

If you "Reside Outside Texas" and your fingerprints will be taken "Outside Texas", proceed as follows:

a) First, obtain two (2) Fingerprint Cards from the TSBPME only (which is included in your application packet). Although you will only submit one (1) TSBPME Fingerprint Card to MorphoTrust USA, an additional TSBPME Fingerprint Card is included in the event there is a failure/error with one. TSBPME Fingerprint Card(s) must be mailed to the vendor; do not mail them to the Board. The following information regarding the person whose record is to be searched must be completed on the TSBPME approved Fingerprint Card (Top Section; please print legibly in black ink): Last Name, First Name, Middle Name ... including Aliases Names, Date of Birth, Citizenship, Sex, Race, Height, Weight, Eye Color, Hair Color, Place of Birth (City & State/Country), Social Security Number, Signature of Person Fingerprinted, Residence of Person Fingerprinted, Date, Signature of Official Taking Fingerprints. Do not complete: Your No. OCA, FBI No. FBI, Armed Forces No. MNU, Miscellaneous No. MNU.

b) See Sample TSBPME Fingerprint Card to assist you in which blocks to complete.

c) Take the completed TSBPME Fingerprint Card(s) to your nearest law enforcement agency (e.g. police department, sheriff's office, state police). Be prepared to pay a (local) fee for having the TSBPME Fingerprint Card(s) executed, as some law enforcement agencies do charge a separate fee. The fingerprints must be taken by an appropriately trained law enforcement official. You cannot fingerprint yourself. The TSBPME Fingerprint Card(s) must also be signed by a law enforcement official in the appropriate block.

d) After you have been fingerprinted by a law enforcement official, begin the process to Pre-Enroll with MorphoTrust USA to submit the TSBPME Fingerprint Card(s). Internet based pre-enrollment is the quickest and most convenient way to submit the TSBPME Fingerprint Card(s).

e) The TSBPME's "Service Code" is: 11G7T5

f) Visit: https://uenroll.identogo.com/#/workflows/11G7T5. (This link takes you directly to the TSBPME IdentoGo portal.)

g) Click on "Submit A Fingerprint Card by Mail". Follow all prompts and provide all required pre-enrollment data. Follow mail-in directions on the confirmation document.

h) If you prefer to Pre-Enroll over the "Telephone", you must: 1) Have the TSBPME "Service Code" (11G7T5) ready, then call 1-888-467-2080. 2) MorphoTrust USA will prompt you for the TSBPME "Service Code" (11G7T5). 3) Inform the MorphoTrust USA agent that you wish to Pre-Enroll for a "Hard Card Submission". 4) Once payment is complete, a summary confirmation document will be e-mailed to you. 5) Print the confirmation document and complete by signing the waiver and filling in contact information. 6) Follow mail-in directions on the MorphoTrust USA Pre-Enrollment Confirmation Page that you previously printed and completed.

i) Your "Agency Assigned Applicant Number (starts with PM-)" is included in your application packet. (To prevent unauthorized CHRI submissions, the "Agency Assigned Applicant Number (starts with PM-)" is not published online. CHRI information is confidential under state/federal law and the Board will not tolerate unauthorized submissions to guard against fraud, identity theft, phishing, spamming, etc.)
